2Firsts, December 2025,22 – Jordan has amended its 2025 Special Tax Law, introducing a package of tax reductions on tobacco alternatives, according to the Official Gazette.
Under the amendments, Article 3 of the law was modified to reduce the special tax on heated tobacco devices from 20,000 fils (20 Jordanian dinars, approximately US$28.2) to 10,000 fils (10 dinars, approximately US$14.1) per device, representing a 50% reduction.
The changes also apply to the electronic cigarette sector. Taxes on pre-filled e-cigarettes were reduced from 5,000 fils (5 dinars, approximately US$7.05) to 1,500 fils (1.5 dinars, approximately US$2.10) per millilitre. The tax on non-filled vape devices was lowered from 15,000 fils (15 dinars, approximately US$21.2) to 10,000 fils (10 dinars, approximately US$14.1).
In addition, taxes on e-liquid refills were cut by half, dropping from 1,000 fils (1 dinar, approximately US$1.41) to 500 fils (0.5 dinar, approximately US$0.71) per millilitre.
While the government did not officially state the reason for the tax cuts, the amendments are expected to have an immediate impact on retail prices.
